Nevada tanning salon gets 9/11 loan: audit

A Texas golf course, a Nevada tanning salon and an Illinois candy shop were among small businesses that may have improperly received U.S. subsidized loans intended for firms hurt by the September 11 attacks, an internal government watchdog has found.


The Small Business Administration's inspector general said in a report made public on Wednesday that in 85 percent of the sample of loans it reviewed, a company's eligibility to receive the money through the program could not be verified.


A leading Senate Republican called for further investigation, but the Small Business Administration said the program was properly implemented.


The one-year, $4.5 billion Supplemental Terrorist Activity Relief, or STAR, program offered loan guarantees to small businesses adversely affected by the September 11 attacks.


However, the Small Business Administration had failed to properly oversee lenders to make sure that only eligible borrowers obtained STAR loans, the watchdog's report found.


Money may have gone to businesses that were not adversely impacted by the terrorist attacks of September 11th or their aftermath, wrote Robert Seabrooks, assistant inspector general for auditing.


Congress authorized the program in January 2002, and set aside $75 million to cover potential defaults. The program was operated through the Small Business Administration's main loan-guarantee program and the loans were made by participating banks. In all, 8,201 loans were approved totaling $3.7 billion, but only 7,058 were actually paid out.


Of 42 STAR-loan recipients interviewed by the inspector general's office, just two said they were aware they had obtained a such a loan. In cases where eligibility could not be established, 25 of 34 borrowers interviewed stated they were not adversely affected by the attacks, the report said.


GOLF COURSE


The report's examples included the Texas golf course, whose owner was cited by a lender as saying people were more interested in staying home and watching the attack on television than playing golf. However, the course was owned by someone else when the attacks took place and the justification for the $480,000 in loan guarantees did not apply to the new owner, the report said.


The tanning salon's lender blamed the September 11 attacks for hurting the Las Vegas casino industry which employed many of the salon's customers.


However, the inspector general found the salon's business had grown by 52 percent in 2001 and 32 percent in 2002 and said there was no evidence the owner could not borrow outside of the program. The SBA guaranteed $437,000 in loans to the salon, which were used to expand.


The Illinois candy shop received $21,250 in guarantees but could not back up its claim that the attacks had delayed the shop's opening, the report said.


Senate Small Business Committee Chairwoman Olympia Snowe, a Maine Republican, said her panel would look into the program.


If abuses are discovered, many questions must be answered by the parties involved, beginning with how and why was this allowed to happen, she said in a statement.


SBA said it has told lenders it will not honor guarantees on defaulted loans that fail to document the September 11 link.


SBA implemented the STAR program as Congress intended, Administrator Hector Barreto said in a statement.


The inspector general said it appeared qualified borrowers were not shut out of STAR loans.

I am not an AL Gore fan but I am wondering what indicates he lied?


He lost the election of 2000 and  was critical in 2002. Please (and I do mean this politely) what I am missing.

Im trying to remember back from 2000..there was a university, I think maybe University of Chicago..which did a recount and Gore won.  If all the ballots had been counted and all the registered voters who were turned away were allowed to vote, based on the party they were registered under, Gore would have won.  I remember back in 2001, the outrage, so I contacted the university and was assured the public would be allowed a copy of the study on the recount.  Geez..seems like centuries ago..I will check back with my political friends and find out the university..Maybe they still are offering their results on the recount.In any case, however, to be fair, when there is a election in doubt, IMHO, you go with the popular vote, which was Gore.
Gore was a FAR better choice for America.
That's why we elected him. It took a crony-packed SCOTUS to act illegally to appoint Bush president even AFTER Repubs tried their best to suppress as many votes as possible to get him elected. It just wasn't good enough, so overwhelming was the vote for Gore.

I wonder if Bush would still have won if voters knew the extent to which he blatantly lied during this debate. To find the TRUTH, all someone has to do is take just about EVERYTHING Bush said, REVERSE IT (with the possible exception of the comment: "I believe the role of the military is to fight and win war and therefore prevent war from happening in the first place." I didn't understand it in 2000 and still don't know what it means. And why did he only focus on "our friends in the Middle East?") I know this isn’t new news, but I found it interesting to take a second look at this. Hindsight being 20/20, I'm amazed at how good Gore is suddenly starting to look!

A billion dollars more than the president recently signed into law. It's to make sure our troops are well-housed and well-equipped. BUSH: I agree our military is the strongest in the world today, that's not the question. The question is will it be the strongest in the years to come? Everywhere I go on the campaign trail I see moms and dads whose son or daughter may wear the uniform and they tell me about how discouraged their son or daughter may be. A recent poll was taken among 1,000 enlisted personnel, as well as officers, over half of whom will leave the service when their time of enlistment is up. The captains are leaving the service. There is a problem. And it's going to require a new commander in chief to rebuild the military power. I was honored to be flanked by Colin Powell and General Norman Schwartzkopf recently stood by me side and agreed with me. If we don't have a clear vision of the military, if we don't stop extending our troops all around the world and nation building missions, then we're going to have a serious problem coming down the road, and I'm going to prevent that. I'm going to rebuild our military power. It's one of the major priorities of my administration.

Gore's "science" on global warming is flawed....
all one has to do is research the topic. On that basis alone he should not gave gotten the prize, and that has nothing to do with brain washing political propaganda. The fact that so many just buy his theory without looking at both sides is what smacks of political brain washing. No one asked anyone to defend the choice and we are all entitled to our opinions. This is a liberal gimme and has been for years...there was a time when it was a vaulted honor. I don't think many consider it as such anymore...and choosing Gore will not help that downward spiral I'm afraid. Gore gave a superb speech today, very inspiring...
...though anyone addicted to Fox wouldn't know it. He really nailed the problem right on the old square head - best speech that's been given in years now. Naturally, the networks are too frightened to utter more than a peep about it, but maybe C-span is re-running it, if you get the chance check it out.

I'd almost forgotten how refreshing it is to see a politician really speak to an unrehearsed crowd without reading from a teleprompter or uttering gotta protect 'mericans and they hate us for our freedom and 9/11 every other line. Nice to know someone sees what's going on and is actually concerned about protecting rule by Constitutional provisions for a change.

Wonder how much electricity and energy it takes to heat his mansion, yet people like me in my 2 bedroom apartment are suppose to cut back more (so he can go on enjoying the good life). In my case, I take 20 (yes 20) meds to keep going; I have horrible autoimmune diseases. But you know what? I would rather take them and keep working, keep learning, and set an example for my kids NOT TO GIVE UP rather than go an file for SSDI/disability; I was told I could probably get it easily eough, but I get a pride and sense of accomplishment and worth from my work that is GOOD for me, and as long as I can satisfy my bosses, I will keep working, God willing. People who are healthy do not understand needing so many meds and doctors and tests, and even with insurance what the co-pays add up to.....THOUSANDS. Bringing up three children is also costly, though absolutely priceless and the best thing I ever did with my life. We are at a point in economic history where it has NEVER been more expensive to feed, clothe, house, give medial/dental care to, and help with education for children....and I am not crying, whining, or looking for a martydom medal. Just trying my ultimate best each day, and thought the wage thing MIGHT be one of many solutions, what we have been doing in the past HAS NOT WORKED for so many reasons. Anyway, I truly hope you personally are doing much, much better these days, it takes time and faith, but life CAN get better...all the best to you!!

In my opinion, the biggest problem in
Washington is the Lobbyists. We need to get rid of them. They are not there for the American people, they are there for their own interests - the companies that they do work for. Both sides have them - I know Biden's son was one and McCain has what, 7 of them on his team. So it is a bipartisan problem.

I don't believe Universal healthcare is the only answer, but I do believe some sort of a plan would be beneficial. I have friends that live in different parts of the world, Sweden, France, and England - they have healthcare plans and they are a lot better than anything I get with my insurance. They may pay more in taxes, but by my calculations it is what I would be paying in premiums and deductibles anyway.

My biggest problem with religion

is this....what makes me right and so many wrong.  It often makes me wonder if all religions aren't based on the same "God" because so many stories in their "holy books" are similar, etc.  I just wonder if people broke up and interpreted things differently and took one belief and transformed it into several religions under different names.  Did that make sense?


Wouldn't it just blow your mind if we are all sitting around and arguing about whose religion has it right when they all stem from the "god"?  Hmmm....makes you think or at least it makes me think.
